EMI2 stop-and-wait bug again

Hello!

bug in emi2 still exist :(
then stop-and-wait in use and acknolegement message (/R/51/) lost. (does
not received in some time). kannel wait forever and does not send any
message to smsc (until restart).
is it possible to fix it?
