I just checked SMPP v3.4 specs and they definetly limit the password length to a maximum of 9 octets. Hence if your SMPP provider follows the SMPP v3.4 spec he should not give you any password longer then 9 charsets. (See SMPP v3.4 spec, page 46). If he does this, then he obviously braking the protocoll and hence he's to blame.
