actually not, quote from smpp 3.4 specs
5.2.19 data_coding
Bits 7 6 5 4 3 2 1 0 Meaning Notes
0 0 0 0 0 0 0 0 SMSC Default Alphabet

But no mention of what the default alphabet of the smsc ought tio be.
