If the bearerbox is receiving it correctly, and you are binding in correctly
(which it looks like you are), I would switch into debug mode and watch the
PDU dumps as they happen.

There's nothing I can see wrong in your configuration or basic logs so
you'll need to get your SMSC to verify that they are receiving the request
from you.
