kannel character problems ( please take a look )

hi all i ahve had this problem for a year now.. plase help!
as the DEFAULT keyword i reply with the character  @ $ " ' to test they all
come back as asci.. what can i do to make it display as normal character?. i
have this problem with 2 SMSCS...
please help. e.g the   '   character come back and with a U and 2 dot on top
followed by /'
