Restarting SMSC Connection !

Good Morning !
 
                   When i check the status of kannel Some of my connections seem to be dead 
and i want restart the SMSC without restarting the Kannel
 
I have tried doing this but Iam not successful
 
http://localhost: <http://localhost:<> <Admin port>/start-smsc?smsc=<smsc-id>&password=<admin-password>   --------> (IS THIS RIGHT)
 
and where I can i download Kannel  Webadmin Module ?
