The reason is that Kannel's wapbox can't "see" the MSISDN of the caller. The MSISDN (caller id) is on a lower network layer capsulated, basicaly within the scope of ISDN and RADIUS authentication while performing the login/dial-in. Hence this can be done, but only by getting the informations from the lower levels. The WSP protocoll does not care about MSISDN numbers, it only sees IPs itself. So what you want to do is called "MSISDN provisioning", which encapsulates the MSISDN number of the device to the WSP/HTTP headers. This can be done via RADIUS accouting proxies. We are about to add this to Kannel. It's already finished but should go into the CVS tree after releasing the new 1.3.2 development release.
