the 'command_status = 0x0d' you get from the SMPP SMSC side is
according to SMPP v3.4 specs: "Bind failed."

This may mean whatever the SMSC vendors may use it for. This is *not*
a failure of Kannel as SMPP client. By some reason the SMSC does not
allow you to bind.

Resolve this issue by talking to your SMSC provider.
