Indeed, kannel 1.3.1 outputs a warning every time it sees param 069. 
My advise: switch as soon as you can to CVS-version, as it is far more
stable than 1.3.1

And if you tell me the details of the values you'd have to pass to your
operator into params 064 and 065, maybe I can see if I can fit your needs
into our working patch.
