[RFC] EMI/UCP OP/31 while binding without OP/60

Hi list,

the current EMI/UCP module does not send any OP/31 (see spec, section
4.6, p. 19) PDUs to the SMSC in case the emi group has no
smsc-username defined.

The reason for this is the semantical clash about having to insert the
mandatory field AdC (address code of SMT) into that PDU and if no
smsc-usename is defined there is no such thing?!

Anyway, according to the spec it is not "forbidden" to send OP/31 PDUs
if no explicite "login" via OP/60 has been given. 

I'd like to add this (which is a minor change). The only problem is
the question: what should be send as AdC in the OP/31 PDU, since this
is a mandary field?

Any hints or suggestions would be highly appritiated.
