OMA provisioning (NETWPIN)

Hi, list.

Have somebody tried OMA bootstrap provisioning?
I've sent configuration to phone using USERPIN method successfully, but
can't do the same with NETWPIN.
I'm using semi-octet encoded IMSI as key:
123456789012345 => (hex encoded string, length 8) 21 43 65 87 09 21 43 F5
