first question you should answer is:

is the m-notification-ind.txt you pass to the PPG already in
MMS-encoded (binary) form? 
If not, then this is the problem. Kannel has yet no own MMS
encoder/decoder routines as defined by the MMSEncapsulation protocol.
Which is pretty straight forward to WSP.

You will have to ensure that you pass the actual MMS-encoded binary
data to the PPG.
