Sorry for delay, I am pushing numerous software projects here so was
unable to make any progress on kannel front.

Basically, in attached patch I've:
1. excluded logic that will add into accept-charset REQUEST headers
charsets that wml_charsets returns.
2. if find_charset_encoding returns null then set charset to one
mentioned in http headers, not to default UTF-8
3. later, if any charset conversion occurs, then remove <?xml
encoding?> preamble to not confuse wml compiler.
