Concatenation and dlr over SMPP

Hi,

When sending long message (more that 160 chars), kannel sends two submit_sm PDUs, first one with registered_delivery flag , second one without it. 
Thus, when first message is delivered to phone (without knowing if second one reached phone) it removes dlr from database.
Is it supposed to be that way, or it is a bug?
