sizing to build an SMSC

Greetings people,

I am doing my masters in communications. 
Just curious to know some kind of ballpark number in terms of man
months to build a *production* level SMSC with complete support to
latest 3gpp standards. language could be c/java. hardly matters.

ideas about to how to carry this project are also appreciated.

which means 
+ impl of smpp/ucp/cimd2/ucp etc
+ impl of ss7 core links with hlr/vlr - MAP 
+ impl of billing mechanism. (radius/ldap)
and much more which all of you guys know better than me ;-)
