Yes kannel is scaleable by design
You can run as many SMS boxes and WAP boxes as you want on different  
machines sharing the load of one bearerbox's traffic.
Besides that, you can also pile multiple bearerbox/smsbox  
applications in parallel.
A bearerbox for wapbox you could only parallelize if you have a  
application routing messages always to the same bearerbox from the  
same source.
But as bearerbox is being built lightweight, leaving the processing  
to wapbox as much as possible, this should not be an issue.
