+CME ERROR: Lower layer falure (SMS) While SEnding SMS using Kannel

Hi ,
I  try to configure Kannel SMS gateway in Ubuntu using Samsung GT-S5360. kannel run successfully.But when i try to send sms it shows
"0.Accepted for delivery.".But It doesn't send the sms. Modem log shows some error..

Is this is the problem with modem..?
When am trying to connect SIMCOM SIM900A, it doesn't detect by wvdialconf..What will be the reason..?
