This depends on the SMSC.
The one i use allows me to send to any mobile phone number (Cellnet in the
UK)

The phone doesn't dial it liek a normal phone call.
I'm not sure exactly what it does do though :)

This is most likely the SMSC loosing it if it says it was successful to
