Hi SLDR,

We no longer provide binary distributions (because I
don't have access to the necessary build machines).

I copied the NSPR 4.8.3 release notes from the release
notes of older NSPR releases, but forgot to update
everything that needs to be updated.  Sorry about
the confusion.
