Yea, there's been a few people with the same problem. Seems to be mostly 
AMD systems for some reason.

That was the symptom of having layout_frame_rate set to -1. Now it 
_should_ be set to 0 out of the box, which does make the browser smooth 
at the cost of CPU cycles
