You have to move it yourself; but to tell Mozilla what directory you 
want to use:
   Edit | Mail/News Account Settings | Server Settings

At the bottom of the page is a "Local directory" field -- you may need 
to resize the dialog to see it.  Specify the directory there.

You'll need to repeat this process for every mail and news account, as 
well as for Local Folders.
