default text size: Mozilla-1.2.1-26 on RH9

Hi all,
I have tried to set the default text size as
window{
font-size: 2.5em !important
}
in ~/.mozilla/minitwr/chrome/user.css but it has no effect on any web pages
that are displayed in a tiny font on my 1600x1200 monitor. Am I editing
the correct file?
By the way, the chrome subdirectory did not exist.
