Only MUST is important. The rfc authors are perfectly capable of mandating
behavior if they want. The fact that they often don't  and use SHOULD says
they're not sure. Well-behaved has nothing to do with SHOULD.

Changing prefs works the last I checked but I don't think there's a special
pref for the proxy server.

Ok, using me as the server admin isn't a good example. The more common case is
a user who either contracts for, or is told to use, a proxy server. If the
proxy admins allow a large number of connections then do you want to force
mozilla users to change backend prefs?
