In case anyone is interested, I solved the problem.  I don't half feel
stupid now!

The makefile.in in mozilla\xpcom\reflect\xptcall\src\md\win32 needs
modifying to point at the right include directory, or the makefile
should copy the contents of the include directory in the Prog
files\wince tools\420\include\armv4 into that directory.

Should this be modified on the base build?
