Answering my own question, "No it shouldn't".

All my problems were down to the setting of %SDK_ROOT% being incorrect
by the WinCE batch file.  Doug even warned about this but I failed to
check.

Wow, do I feel stupid.

Now, if I could just get the resulting executable to work following my
build then that would be great! :-)
