The size of the window relates to the number of dowloads you've done
as far as I can see.  Unless you click 'Clean Up' it just gets bigger
and bigger, thus by default it will be the whole height of your
screen.

Surely one should be able to set a preference which deletes completed
downloads from the list, to my mind that should be the default really,
why would I want to know about old, completed downloads?
