Netscape or Mozilla as an rpm instead of tar or tar.gz

To anyone: How come Netscape or Mozilla is not made as a rpm instead of 
tar or tar.gz? First of all, there are no real instructions on how to 
translate the tar or tar.gz, they always leave out a step or ASSUME you 
know how!! I have been able to work with rpm's well, but, for instance, 
cannot get the Flash plugin translated and installed, no matter what I 
have tried. Why does the Mozilla .org, which claims it wants more 
customers, not make the programs both ways, leaving it to the individual 
to choose which he can work with?
