Fine by me. I use a simple window manager too (fvwm or icewm)
without gnome. But if you're using mozilla or firefox on linux,
you're using some parts of gtk, the toolkit underneath gnome,
whether you know it or not.  It has nothing to do with whether
you're running a gnome desktop.

And because mozilla uses some parts of gtk already, a decision was made
to base use of the emacs/readline bindings on the gtk preference.
I believe bug 257405 is the bug where that discussion happened;
there's also discussion in bug 260572, and that links eventually
to a page with some additional information,
