5.1.2 is a development version and might simply suffer form arbitrary
bugs in your setup, you shouldn't use it unless you are VERY sure to
know what you are doing.

Besides that, did you already have a look at how Bugzilla sends mails?
Or differently asked: During which operations exactly you have noticed
a bottleneck or things to be slow?

There are multiple possible bottlenecks with Bugzilla, but one common
is that sending mails is done synchronously whenever the current user
did something which requires sending mails. Depending on your mail
setup, this might simply take some time after e.g. creating new bugs,
adding comments, changing CCs etc.

OTOH, when loading bugs is "slow" already, the problem is most likely
with always needing to load, compile etc. Perl files per request. In
those cases things should be as fast as your CPU and I/O is and you
should see spikes in CPU usage, because e.g. compiling Perl is
somewhat CPU-intensive. If you don't see those spikes, have a look at
your I/O, because loading Perl packages involves looking into the file
system for files being available at various different places.

Additionally keep some AV-scanner like Defender in mind, which might
slow down things additionally.

Not sure if FastCGI is properly supported by Bugzilla, though mod_perl
is in theory on Linux and with Apache HTTPd. I have mod_perl running
in general under Windows with HTTPd as well, but your are out of luck
most likely with IIS.

In general, Windows+IIS is somewhat the baddest combination you could
have chosen for Bugzilla. :-) No mod_perl because of IIS, missing Perl
packages for e.g. Daemon::Generic to support sending mails in the
background etc.

You should REALLY reconsider your setup, even though I'm using and
somewhat liking Windows most of the times. If mail sending is your
bottleneck, you need something like a local queue to speed things up.
