Unable to Login to Bugzilla

No one is able to login to Bugzilla with the user names and passwords that they were using, even the Admin. How do we go about trying to resolve this issue? All bugzilla does is tell us that the passwords were invalid and try again. Any suggestions on how to do this? I need to get this resolved before I event attempt to upgrade or migrate to a new machine.
