I resolved this problem by opening a command prompt with admin privileges and running checksetup. It actually went thru and did a few things: Updating old chart storage format Creating ./graphs directory Creating ./skins/custom directory Creating ./data/mailer.testfile Creating ./Bugzilla/.htaccess Creating ./graphs/.htaccess Creating ./template/.htaccess Creating contrib/.htaccess Creating t/.htaccess Creating xt/.htaccess Removing existing compiled templates precompiling templates Checksetup complete. STILL can't login.
