Have a look at the place where the image should be rendered in your
browser's dev tool, "Inspect element" or alike in the context menu
most likely. If I'm not too wrong, I remember that under some
circumstances a more detailed error message is written into the HTML
instead of the image data or stuff like that. Something like STDOUT
being used for error messages instead of image data or alike.

Additionally, if you have used install-modules in the past, empty the
private lib-dir of Bugzilla and rerun checksetup.pl to install
dependencies using the package manage of your distribution.
install-modules is only a last resort for things not available using
the package manager, as it doesn't take OS-level dependencies into
account properly. So it might install GD-related Perl packages without
making dev-packages required to actually run those successfully
available and stuff like that.

Sometimes it makes as well sense to load packages manuall in the root
dir of Bugzilla to see additional errors not shown by checksetup.pl.
That only tries to load packages and if those fail, the error details
why those fail provided by Perl might not be shown on the shell.
