Thanks Dave and Thorsten. The feedback helps to continue with more troubleshot. 

I believe the yum installs all dependencies. 
In the use case where Bugzilla 4.2 upgrades to 4.4, GD and its dependencies are at same versions (in both 4.2 and 4.4), there is no change at all. 
But still, 4.4 doesn't create graphs. 

The browser's inspect tool revels the error, it's:
"Failed to load resource: the server responded with a status of 403 (Forbidden) report.cgi:1"

And "open image in new tab" reads: 
"Untrusted Referer Header"

The selinux is disabled, so I'll just have to look into various apache and permission settings (try comparing 4.4 with 4.2).
