Ok, it looks like you have to download the .zip file version of Moz 1.8a5 to get the "Roaming User" preference category. Weird so it's in the .zip download file but not in the install.exe version of the download. Apparently, updating the version used by the automatic installer to include the "Roaming User" prefs isn't completely trivial (see bugzilla.mozilla.org bug 244770) I think this should be mentioned in the release notes.
