Firefox & Users & Flash

I'm administrating a windows xp pc with firefox installed.
I installed macromedia flash as an administrator, and i can view flash 
applets in firefox, but only as administrator.
Other users can't see flash applets.
I tried adding the users to administrators and than installing and 
removing them from the administrators group again, but they still cant 
see flash applets in firefox.

What am i doing wrong?
