1.  You may find your answers here:

registry patch under known issues.

3.  Make sure TB is your default newsreader: Tools, Options, General 
and its the first to boxes should be checked.  If they are then close 
TB, and open the Control Panel, and click on the Internet Options 
icon.  Then click on the Programs tab and under Newsgroups, see that 
TB is checked.

2.  The newsgroups listed below are on another server.  Not connected 
to the usenet servers.  Set up another server account, by clicking on 
Tools, Account Settings, and down on the bottom on the left you will 
see Add Account.  Select that and add a newsgroup account.  The name 
of the server is secnews.netscape.com.  When you've finished setting 
it up, look under Server Settings, and make sure that "Use secure 
connection" is checked and the port is 563
