They can't be set directly and there is a bug on it, but you could easily
install customized default prefs. You could also install a user.js if there
are per-user prefs you needed to set but then you run the slight risk that
the user already has a customized user.js. You could deal with that, too,
but now the script is getting a bit more complicated.
