I've been told that XPIs can access profile-local data, if that's what
you're asking. Perhaps someone else here (dveditz? ssu?) can chime in
with more details (I have no XPI experience myself).

If you use an XPI, you don't need an installer. Mozilla will do the
installation work for you...
