Problems installing Mozilla in Windows 2000

I have built both Mozilla 1.0 and the daily snapshot using nmake (a 
release build) and on both I had the problem that the installer halts 
when it starts working on the registry with the error:

Error occurred during installation - Navigator: -214 DOES_NOT_EXIST

I have not had this problem with the setup.exe program that I downloaded
from the website, which installed everything correctly.

I would appreciate it if anyone could tell me what I am doing wrong, or 
if this is a known bug where I can find a workaround. I have looked 
through the installer pages on Bugzilla and not been able to find anything.

What I think is the relevant part of the install wizard log file follows
