Because MediaWiki doesn't have as strong a concept of "this is a
different-language version of this other document". To handle
translations, apparently, we need separate wikis for each language.
The inter-language links get special treatment through some kind
of language->wiki map, but there isn't any real content negotiation
as far as I'm aware, and certainly no fallback mechanism.
