Sorry to disappoint you here, but if we really end up with some 
portal-like wrapper, that engine will dictate the URI scheme again.

I think we lost the "good uri scheme vs some shrink wrapped tool" battle.

PS: content localisation is not yet implemented in drupal, IIRC. 
Template localisation, yes, content, no. Should end up like it did in 
the wiki, parallize the efforts and interconnect them by hand.
