in Bugzilla dist, there's only 1 place which point the guideline,
  and bmo's point 
http://www.mozilla.org/quality/bug-writing-guidelines.html (redirect to mdc)

i didn't search www since i don't have working copy of mozilla-org since 
the Hard drive crashed ;-P
(and will re-fetch it AFTER cvs-www server move :-) )
