Could someone explain what this means?

A web search provided several hits, but I'm still none the wiser.

I'm also somewhat concerned by "Work on making Thunderbird a web 
application continues in 2021...". If this means turning TB into a 
"Webmail" type application, then I'll continue staying with 68.10.0. I 
actually /pay/ my email provider so that I can use an email client such 
as TB rather than use their webmail in a browser. All my email/NNTP 
posts are  in local storage, which I can look at even when my internet 
connection goes down. How do you do that with a web-based app?

(A totally OT comment, but one which might prove useful. Be careful when 
using search engines with terms like ...iz... or ...is... in them. They 
see to be treated completely differently. I originally searched for 
"localization platform" as "localisation platform", and both Startpage - 
and Google itself - came up with completely different results.)
