Hmmm... You are right - may be it's a known error/issue.

In Mozilla, in Firefox, in Internet Explorer the default is,
"obey a page's settings for fonts and font sizes given in CSS".

One can manually _change_ that thus using whatever fonts selection
and size selection user did in the browser, that is, one
can ask to _ignore_ CSS:

- in Mozilla: Edit/Preferences/Appearance/Fonts -
  one can UNcheck 'Allow documents to use other fonts"

- in Firefox: Tools/Options/General/Fonts&Colors -
   "Always use MY   fonts   colors" - same thing, placing a
   checkmark would force a page's CSS being ignored

- Internet Explorer - Tools/InternetOptions/Accessibility -
   - ignore fonts styles specified on web pages
   - ignore font sizes specified on web pages

But again, the Default is to obey a page's CSS.

So to check your findings, I went to Mozilla and Firefox
and selected fonts size = 24 for both Proportional and Monospace.

Then I went to some Russian pages where - I knew - author
ask browser to use their font styles and sizes:

and saw that *both* Mozilla and Firefox _ignore_ size request -
they do use Verdana font as page asks, but not the sizes...

I opened same page in Internet Explorer to compare.
