I have the problem on just a simple HTML page, no CSS.  For example, 
with non-Cyrillic fonts, <H1> is different than the body of the text, 
but not with Cyrillic fonts.  I don't have scalable Cyrillic fonts, but 
do have bitmap Cyrillic fonts of different sizes, and Mozilla can 
definitely find them.  Surely it should select the closest size to that 
required?

If I need scalable fonts, where can I get them in a format I can use?  I 
am using the VMS operating system, so I would need them in a format 
which VMS can use or in a format which I can compile.
