I can reproduce this on Win2K with Mozilla build 2003-10-01-04 and MZ 
1.5.0.3e.
Steps to reproduce:
1) Have a folder containing bookmarks in the Personal toolbar
2) Click and hold the mouse on the folder.  The folder should open.
3) Drag the mouse to a bookmark and release the mouse

Expected behaviour: the selected link should open
Actual behaviour: nothing happens

You should file a bug on this at 
http://multizilla.mozdev.org/bugs.html

I won't file it because I'm using an older version of MZ and an old 
Mozilla build and don't have the time at the moment to check with a 
newer version.  Post the bug number here, though, and I'll comment on 
it.
