Oh, no? The page from where Fx3.6 is downloaded, 
http://www.mozilla.com/en-US/firefox/all-older.html , says:

with "the latest version of Firefox" being a link.

If that is not trying to get them onto the newest release, then I'm

Oh, yeah? The latest Firefox 3.6.21pre nightly was built on August 9. 
There used to be a nightly every day. Suddenly nothing gets added to 
http://ftp.mozilla.org/pub/mozilla.org/firefox/nightly/latest-mozilla-1.9.2/ 
anymore. "Of course", no explanation (or at least a lot less than about, 
let's say, the EOL of Thunderbird 2).

AFAICT, Firefox 3.6 is, alas, dead and buried. Or maybe there will be a 
3.6.21 someday, but no more than six weeks after that, it'll be "upgrade 
to the current rapid-release version or die".
