To be fair, once one updates and restarts they are presented with this 
page (if recollection serves me right) which goes into significant 
detail in explaining the new features, including the Firefox button:

Now admittedly, many users will simply close the page and get on with 
playing Farmville or watching Netflix or whatever but Mozilla did put in 
a lot of effort to ensure that the information was there immediately 
after the update.

Clearly, the benefit is a less cluttered top end combined with the added 
vertical space for content so there's a rational reason to have that be 
the default display after restart; otherwise, the user may never know 
about it.
