What we usually mean when we talk about "forcing" updates is to install them silently for everyone who has automatic updates without any prompts activated. I guess the word "force" is somewhat wrong for this. We will always install updates only if the user has not deactivated updates and not enabled prompts for every update, regardless of what kind of updates that are.
