This was a common question. Many users just didn't know the Firefox 
button was a button to click on. If I remember correctly, that's why the 
arrow was added to the button.

One thing I've noticed with some web apps, is that when they are updated 
with UI changes, there a notifications (pop-up or doorhanger) that point 
out the changes to the user. Perhaps Firefox could do something like 
that: A doorhanger on the Firefox button that only appears on first run, 
saying menu items have been moved to that button. Or the firstrun page 
could be more like
